Can I delete installer patch files or installer package files?

There is a folder c:\windows\installer that has huge files in it taking up
all my HD space - 21Gig on my 40 Gig drive. The files are all alphanumeric
ex 1f01307 or 2acae5 all called 'windows installer patch" or "windows
installer package" files. some of the files are close to 1 gig each. I'v
already deleted $NTuninstall files as per SP2 cleanup. Anyone know what
these are and can they be deleted?
