No! Not from MS.
Try piratebay.org at your own risk!
..
My advice: Contact your computer manufacturer re recovery disks!

Uh... no.

One must ask... why did you format -all- of your partitions? Most PC's,
desktop or laptop, would have a factory rebuild partition that consists of
an OS install. If you formatted that, well... don't do that. Remember that
going forward.

What you should have done was make a backup of the recovery partition
first. At the very least, before clearing that partition, you should
have used the OEM supplied utilities to make your own recovery DVD.
Since you have wiped all partitions without making a backup (naughty,
naughty....!), you now have 3 options:

- Contact your computer manufacturer and ask them about getting a
recovery DVD for your model. They may charge you a minimal fe for
shipping & handling.
- You can make a copy of an original Vista DVD from a friend, as long
as you use YOUR installation number on the certificate stuck to the
back of your laptop. A copy of Vista Ultimate is best. The version you
get when you install will be determined when you enter your install
number.
- Find your nearest computer retailer, and buy another Windows Vista.

went south thanks to mother nature and a lightning bolt to the mains
supply that my UPS could not stop. Now I'm just waiting for the
insurance payout, so I can build a new machine.-'

The answer is still "No". As I suggested earlier, if you deleted the
recovery partition on your laptop the only option you have is to contact
your laptop manufacturer and find out if you can get a recovery disc set to
re-create the hard drive as it came from the factory.
