can i just let a user online msn in lan , don't let to go to any web site

i try to just open MSN PORT TCP 1863 , DNS TCP , UDP 53 also not work

how can i do it ?

You also need to allow 443.

yes , i already allow port 443 service

but still not work

show pls check your firwall or proxy server setting then can't connect
