How can I keep users from changing the desktop icons and wallpaper

In my classroom, I would like the desktop theme, icons, and wallpaper to be
the same for each student who logs in. I know that I can go in and set a
policy to keep from changing the display, but that is just for the current
user. When I log off and then log in as a different user, my changes are
applied to the new user. Is there a way to make a default profile for all
users, and then make it so it can't be changed?

I am somewhat familiar with the policy editor. Not to familiar with
registry stuff, so detailed answers or suggestions would be much appreciated.
