How can I load UPHClean-Setup.msi in Safe mode?

n pursuing the trail aafter error 0x800703C I was told to use the file on
subject line but my computer only works in safe mode because it ddisplays
0x8007043C error eery time I try to get updates.

This is an endless trap.
