Not sure exactly what the problem is, but it doesn't sound like a
Windows Update issue.
It may help if you boot into Safe Mode and log in as "the"
Administrator. Then you should be able to manage the user accounts as
needed. If that does not solve the issue, I suggest you post the
problem into one of the MS newsgroups dedicated to the version of
Windows you are using.
