I had a similar, if not the same, problem using WinXP Home SP2. When
attempting to use Windows Update, I couldn't get any further than the screen
that checks for the Windows Update software. It would just hang, and then I
would get an error that said the page could not be displayed. It appeared to
be an ActiveX Control download problem. Windows Update needed to install an
ActiveX Component, but the WinXP Information Bar did not appear which would
have allowed me to select the installation of the Cotrol.
The following worked for me:
In Internet Explorer, go to TOOLS -- INTERNET OPTIONS. Select the Advanced
Tab. About 3/4 of the way down, go to the SECURITY section. Check "Allow
active content to run in files on My Computer." (Default is unchecked).
Then try accessing Windows Update.
