can not edit calendar and volume

Whenever I click on the calendar or volume in the taskbar, the windows
appear for about 1 second and "disappear" before I can change volume or the
time and date. Why did MS release such a horrendous product? How can I fix
this?

The horrendous product is the malware that has likely infected your machine.
What you describe is not normal behavior, and the underlying cause in most
cases is malware. Run scans with your preferred antivirus and antispyware
products in safe mode.
