Can Not install any programs or set advanced or any settings

content ui for administrative applications stopped working is the message i
get when I try ti install anything.

File System Error(-1073741792). I get this anytime I try to go to device
manager, advanced system settings etc. The only this that work are
pre-installed programs seemed to happen after an auto-upgrade from microsoft.
