Unless there is software installed that requires the .NET 4 Framework be
installed in order for *it* to run, *you* have no need for it to be
installed despite Microsoft's pushing it out for *their* benefit.
If software is installed that requires the .NET 4 Framework be
installed, then suggest you attempt a Repair of it first from within
Programs and Features in the Control Panel.
Locate Microsoft .NET Framework 4 in the list of Installed Programs,
click once on it to highlight it, then click the Repair option on the
Menu bar.
Wait until the Repair operation is finished and then see if the update
will install.
If no joy then you will need to uninstall .NET 4, restart, then
reinstall it again.
If it can't be uninstalled from Programs and Features then you can run
the .NET Framework Cleanup tool to remove it -
