Can not install winhttp 5.1 or bits 2

Using windows 2000 server with SP4

I am trying to install winhttp5.1 and bits 2 using windows updates and each
time i get the 0x80004002 error

I have tried to download them amnualy and install them, but they do not
install, I go back to windows update and it tells me I need them again and
failes to install them.

Any ideas?

It was my ISA server I thought I had configured it successfully but hadn't
