can not open control panel

Some days ago my Vista Ultimate stopped working propely - i can't access
anymore to control panel from start menu- just it's frame flips for a moment
and that's all, also, ja cant acces to display personaliztaion by
right-clicking on desktop, there no more aero effects and no place to turn
them on.
I have tried several things- restore, graphics driver un- and reinstall,
tried to get hotfix but it is not available anymore.
I can't access and therefore manage already installed windows updates.
I have activated windows and no problems with genuinity.
My pc get 5.1 score on experience
dual2core 6400
4gb ddr2 640mhz ram
raid0 160gb hdd+ 250gb hdd
gf 7600
it was enogh till now to run aero and all other stuff..
Only way i get to SOME not all options is from my computer window, lef
sidebar has control panel buttn on in so in explorer i can get some options.
Can anyone help me please?
