Can not Provision my Messenger account

I got letter from Microsoft, I have been accepted into the Windows LIve
Messenger v8.1 managed beta. But when I go to Provision my Messenger
account, the page is just blank, there is no 'Accept' button (
I'm using IE 7 RC1.
Help (

If you're in the managed beta, you should log on to Connect for information and
use the beta newsgroup.

Ok, it's working now.
The thing is, I could not sign in before doing that provisioning stuff.
