You might check if that program has an option to turn off email scanning,
and if so, leave it turned off. It isn't clear how much Symantec copied
from their Norton line of antivirus programs to that program, but most
versions of the Norton antivirus programs tended to cause assorted
problems in Windows Mail, and have to be uninstalled, not just disabled,
to stop them from causing such problems. The uninstall often leaves
enough behind that you then need to run this cleanup program:

You may then need to remove your email account from Windows Mail,
then restart Windows Mail and add the account again.
