here is the, error i get
The connection to the server has failed. Subject 'test', Account:
'pop.cogeco.ca', Server: 'smtp.cogeco.ca', Protocol: SMTP, Port: 25,
Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E

Hello Again,

I read the other emails and tried using the 587 and still receive the error
The connection to the server has failed. Subject 'test', Account:
'pop.cogeco.ca', Server: 'smtp.cogeco.ca', Protocol: SMTP, Port: 587,
Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E

I have been using windows mail for awhile with no concerns, i called cogeco
and they said last night they were having issues with their email
called them again this morning and they walked me through it to ensure i was
set up correctly and they say all is fine...then pointed me to microsoft for
help..

this is very frustrating

According to your ISP's support page, you should be using the
outgoing server name smtp.cgocable.ca.
