can not update my systemm

Hello, i have a big Problem,
i can not update my System.
IE does not open sites properly anymore.
it shows the url, the working-icon moves but
nothing happens. no timeout or something like that

and that with every site!!!

what can i do. i just reinstalled the ie but no effect.
new installation of the os is not possible cause it's a
working server system!
