How can I play a video to someone via the webcam thingy?

Is there an application that will give me a virtual camera driver - video
player
that I can load a video and play it to someone instead of a webcam?

What I would like is to be able to also select a point via a progress bar
....
for example to show a scene in the middle of the video....

I know that a virtual webcam driver exists.. but I have not tested these
types of applications...

Also is there a way to have other sizes in the webcam window other than
small- med- large and full screen?

yes there ae several around., split cam for one and its free but
limited to the type of movie
