Can this be a problem with internet explorer 7

Hi,i know nothing about computers.We are having problems with sometimes when
we get on the internet and open internet explorer 7 the browser bar will be
blank.The page will be blank except icons on the tool bar.It will not let you
click on anything,it doesnt respond.You can click on outlook express,the
welcome page will come up but will not check the mail.Then it to stops
responding.Then we try to close out the mail and internet explorer but it
says not responding. We have to get off the net and restart the
computer,redial and get back on the internet then it will work.
Also we sometimes have a problem with when we try to click on a item or link
in our email or a page on the net it will scroll automailly down the bottom
of the page.
Someone suggested that it could be internet explorer.Please help.

you start it in Windows XP or in Windows Server 2003

I know of two causes for the vast majority of such problems:
1. Incompatible add-ons: What if you right click the IE icon on the desktop
and choose Start Without Add-ons?
Or go to Start | All Programs | Accessories | System Tools | Internet
Explorer (No Add-ons).

2. Malware already installed on the computer: Help with malware

So How Did I Get Infected Anyway?
For quite a few people it's by installing Messenger Plus, whose ads for
malware don't identify the malware as such and try to convince you that you
owe it to the author. See also:

Don't ever do a "default" install of anything. Always choose Custom and see
what else is being carried along. Don't install any extras you're not sure
of.

1. Does this behavior persist if you start IE7 in No Add-ons mode?

To start IE7 in No Add-ons mode:

Right-click on the blue IE desktop icon and select Start without Add-ons; or

Start > (All) Programs > Accessories > System Tools > Internet Explorer (No
add-ons).

2. Does the problem persist if you Reset IE7 Settings (RIES)?

3. If you uninstall IE7 (which automatically returns you to IE6) and don't
reinstall it, does this behavior persist?
