Can I Resize Drive D (Recovery )

I'm transferring my photos from my old computer, Drive D to my new one but
they need to go in Drive D in order to work with my Photoshop Elements
Organizer.

Can I resize Drive D and use this for my pictures as well as recovery?

No, leave your recovery partition alone. Nothing should be on that except
the recovery image. You can change where Photoshop Elements Organizer looks
for pictures in Photoshop Element's options.

Can't you redirect the source for the photos from PEO itself?

I could but I'd lose all my tags, captions and sorting that took me a very
long time to do.

Well as D in your new machine is the Recovery partition, you're going to
have to. You don't want ANYTHING else in the D partition...
