I had exactly the same problem.
My machine is standard Microsoft Windows XP SP1 with nothing other than
Microsoft software loaded except for:
1) Symantec Windows Internet Security
2) Intervideo WinDVD 5
I then spent many fruitless hours trying to resolve the issue:
1) Retrying the Windows Update but that would fail (hang) with no error
during installation initialisation.
2) Deleting all files from %Windir%\SoftwareDistribution\... to try and
force Windows Update to re-download the software, and re-try the install.
3) Following all appropriate actions as defined in the Microsoft Windows
Update Troubleshooting Guide.
In the end I downloaded the full 270+mb ITSupport/Developers version from
Microsoft, therefore bypassing Windows Update. Only to find that this also
fails during "starting up services" with the following error from svcpack.log

What error you say?... Sorry I know this doesn't resolve your issue, or
mine, but perhaps this saves someone some time. :-)
Hopefully Microsoft will enlighten us shortly.
