Can I run the default Windows folder decompression (zip) tool manually?

I have .zip files associated with a third party application, but I'd like to
run the default Vista unzip tool on a particular archive. How can I do that?
Can I run the program directly? If so, what is it called?

Within Windows Explorer, click on your Zip file in the left pane, then click
the "Extract All Files" button on the toolbar. To my knowledge there is no
equivalent command line in Windows vista to unzip a compressed zip file.
