Look at the price. How do they do it? Is it because it doesn't have
SP1?

It's because it's a 32bit only version. The normal "Full Retail" version has
32bit and 64bit.

WORKS FOR ME!

They are highly-rated by CNET, so it's not a fly-by-night outfit.

Only Vista Ultimate comes with both 32 and 64 bit DVD's. However you can get
the 64 bit from Microsoft for about $7.00 US (basically shipping cost).

Checking C -o-s-t-co they have Vista Home Premiun w/sp1 for 89.59

This is the full retail edition, and no, it does not come with both 32
Bit and 64 Bit. Only Ultimate comes with both. Once you purchase this 32 Bit
edition and have a valid license key Microsoft will send you the 64 Bit
edition for shipping costs only.

Nope. Retail box version. OEM was $89.
