My windows xp is home edtion, how can i use Group Policy Management Console
with Service Pack 1.

I don`t beleive XP Home Edition has that feature, you will most likely need
to upgrade to Pro if you want to use group policy.

Try Poledit. Its Part of the Office Ressource Kit (Orktools.exe). You should find it
