Can I use Windows 7 DVD OEM DVD as an Upgrade?

Can I use Windows 7 DVD OEM DVD as an Upgrade from Vista? I rather pay
a little more but it is easier to have an OEM DVD in case I need to do a
Full reinstall at a later day

If it's like Vista, no.

You'd have to buy a full retail version if you wanted a license that could
be used as either an upgrade or to install without a previous OS.

OEM versions can only do a clean install AFAIK....

Why do you want to upgrade which is always a mess. A clean install is
lot better option. And an OEM Win7 is appropriate for that
