Can you login to MSN and Live Serivecs?

Some Chinese user couldn't login to Windows Live Mail,Messenger,MSN
Spaces. and we want to know how about other country.
Could you have some information about this?

I COULDN'T EVEN OPEN
WWW.LIVE.COM.
MAIL.LIVE.COM.
