To be blunt, I have no idea how that would break connectivity.
Since the system could not connect via the NIC nor the wireless card I
fail to see any commonality.
AFAIK, in Vista the only file involved is Tzres.dll.mui
There are changes made to the registry, but I fail to see how that would
break connectivity.

That's rather cryptic, isn't it ? Try the 'Daylight Saving Time Update
Guide' and see if that reveals anything.
