Cannot access to system functions

In my Vista Ultimate 64bit there are three user accounts. One wit
administrator priviliges and others with standard priviliges. Afte
installation SP1 or other new updates (I don't know exactly) onl
account with administrator priviliges works fine. Others can not acces
to folders and files, for example from Offices Word I try menu File-
Open or File->SaveAs and no dialog is showed
When I change accounts to administrator priviliges or create ne
account -> nothing changes and also I can not call no system function
from this account
I have tried uninstalled SP1 and also nothing changes
Can you give me some advice
