I cannot access the windows updates page

Whenever I click the Windows update page so that I can download the SP2, it
says that it cannot access the page because I have programs that were just
installed that require the computer to be restarted and to please restart and
try again.
I have restarted and restarted. I cannot get the Windows page to work.
please help me!
