Cannot Add Contacts

Hi I've had this problem for several months and am in desperate need of a
solution. Whenever I try to add a contact it tells me the service is
unavaliable and does not add the contact. People have the same error when
trying to add my e-mail. Any help will be greatly appreciated. Thanks
