Cannot change 'Read Only' folders

After installing some security updates, I am unable to change a folder from
'read only'

If I go into the properties of the folder and uncheck it, click apply and
when I re-open the properties, it is again 'read only'.

I cannot write to my data files stored on my local drive because of this.
