I too am experiening this problem. It looks like a new issue that
Microsoft has not addressed yet. Have you ever heard of a repair to
the OS? You go through the process of reinstalling, but you get to a
point where the disk searches for previous versions of Microsoft
installations and it should detect your Vista OS. It then gives you
the option to repair.
You do not have to reinstall everything. It repairs the baseline OS
system files, but keeps all of your documents and applications in
tact. You may have to reinstall Microsoft updates, but it beats hving
to backup, reinstall and restore everything.
I am an IT consultant and this has saved my butt, a few hundred
times. I plan to do this tonight. I will try to update.
