Cannot create a new user account in vista home preium

When I create a new user account in Vista Home Premium and switch to
new account I get invalid extension messages. and the sreen goes a
fully colour and all shortcuts on desktop are just empty .lnk files.
even if i go into control panel and try to start a program from
there a message says invalid extension. All other (older) user
account work fine. I\'ts just the ones I try to create.
