Some "thing" is interfering with the system's access to Windows Update.
Which firewall is running ? (The native XP firewall or a 3rd party one)
What is the installed antivirus ? ( If the installed AV has a script
blocking component, advise you to temporarily disable it prior to
accessing Windows Update )
Is there a version of Sun's JRE installed ? ( check in Add/Remove
Programs in the Control Panel to confirm )
