Maybe because you have 823353 installed (a newer update
that also includes KB837009):

Cumulative Security Update for Outlook Express (823353)

My problem is different. Microsoft keeps telling me to download it. I've
mistakenly downloaded it three times now and none of my Outlook or outlook
express programs will load anymore. I don't know what to do or where to look
to solve the problem. Got any suggestions?
