cannot download update no KB892843 in xp pro

Cannot install Security Update for Outlook 2003 (KB892843), can somebody
help, I have tried everything on microsoft FAQ, Troubleshooting, Command
promt and services.msc etc, still unable to install, Update keeps asking to
download

Don't do it when you do Outlook fails to connect to server and even if you do
and then uninstall the dowloaded file still wants to reinstall itself ast
automatic update times and on exit of the computer.

So what is the answer to make the update install? Or how can I delete it to
prevent it from keep appearing in the task bar to update?
