Cannot enter "Shortcut key" in LNK files

I can't enter anything in the "Shortcut key" line for LNK files. Not
anywhere. I am running as Administrator and UAC is turned off. Is there a
switch somewhere that allows this procedure?

It may relate to the particular key combination that you are trying to use.
I think that they all have to be of the form 'Ctrl+Alt+<key>'
