Cannot establish Video Call

I have been trying last two weeks to establish a video call from USA to Peru
without success. Both PCs have installed Windows Vista and latest Windows
Live Messenger Build 14.0.8064.206

Greetings Maria,

How far do you get? For instance, are you able to get "Connected" and just not hear/see
anything or do you not even get that?

Have you tried starting the video from the other end of the conversation
(in other words, start a conventional chat, then ask the other person to
start the video).

I do this all the time (from the UK to a colleague in China). We have
quite a few alternative routes that the data might take, and I suspect
that we get a better one when the video starts in China. Starting from
my end almost never works.
