Find the Command Prompt in the START/All Programs and ACCESSORIES and
RIGHT click on it and select RUN AS ADMINISTRATOR

Type in

CHKDSK /R /F

Note the spaces.

Hit enter and select "Y" to Run at start-up

That should do it

That shpuld work but in my case does not. Chkdsk will not run at restart.
When I try to run at cmd prompt it tells me drive is in use by another
process, do I want to schedule a scan at restart. I say yes but the scan

If you restart and press F8 during the 'black screen' right after the BIOS
screen, you will get the Recovery options menu. The "Command Prompt" option
should let you run CHKDSK /R

I don't think so. You need to boot the Repair Console from your
installation disk and run ChkDsk /R from that. This is so that your Vista
is not running at all. Note: Repair Console looks very much like Vista, so
don't confuse the two.
