cannot install any programs

I am able to connect to the internet, but when I try to download a program I
am getting a pop-up stating that there is an error from my operating system.
Well when I go into my control panel I try to connect other problems but I
get the same pup-up and it does not connect to Internet. All I can say is
something is wrong with my Internet Explore. Anyone knows what to do please
guide me.

How does this pertain to Windows Update?

Always state your full Windows version (e.g., WinXP SP3; Vista SP1) and IE
version when posting to this newsgroup, please.
