When going to Windows Update site, I get the following error.
[Error number: 0x80096010]
The website has encountered a problem and cannot display the page you are
trying to view. The options provided below might help you solve the problem.

Also when downloading anything from Microsoft or anywhere else it shows
Unknown Publisherand the file was blocked. Installing the certificate does
nothing.

This is a fresh format/reinstall. I have searched and not found anything to
help so any help offered is greatly appreciated.

Re-name the "SoftwareDistribution" folder.

Click Start -> Run =>, Type -> cmd -> Click OK. At the Command prompt, type:

net stop WuAuServ
exit

Click Start -> Run =>, Type -> %windir% -> Click OK.
Rename the folder "SoftwareDistribution" to "SDOLD"

Click Start -> Run =>, Type -> cmd -> Click OK. At the Command prompt, type:

net start WuAuServ
exit

Try the Windows Update site again. It will take time to rebuild the folder, so be patient for a
good 5-10 minutes.

If the error persists, rename "CatRoot2" folder:

Close all the open windows.
Click Start -> Run =>, Type -> %windir% -> Click OK.
Double-click the System32 folder.
Rename the "CatRoot2" folder to "CR2OLD".
Try the Windows Update site again.

You MUST NOT attempt to rename the Catroot folder - it is an essential part
of Windows.
The previous suggestion related to Catroot2, not Catroot.

Also make sure Automatic Updates are turned off when renaming Catroot2.

As for my problem, I can install anything as long as I install it from the
CD-Rom since it doesnt call on any digital certificates. Any kind of
Download still fails with Unknown Publisher, usually the Verisign Time Stamp
certificate.
