Cannot install BITS 2.0 & WinHTTP 5.1 (KB842773) & Installer 3.1

Would love some urgent help re this one. Frustrated !!!!

What happens when you attempt to install those two items? What error(s)
do you get, especially those listed in the WindowsUpdate.log file?

What version of Windows are you using? More details, please.
