Since you're not answering all of my questions I guess you are
not interested in diagnosing the reason for your problem
--not an uncommon attitude it seems.
An alternative approach to resolving it would be to say that WU has
done enough of its job for you by identifying 811630 as an applicable
fix. So now you could download it from the patch inventory and see
if applying it manually gives you any different symptoms. If you then
had problems they would be independent of WU (apart from perhaps
the possibility that you don't need the patch at all); so you then could take
your problem to a newsgroup which specialized either in your OS
in general or in the Help facility in particular.
FWIW originally I had to reinstall this patch after some early IE
cumulative updates but recently this has not been necessary.
Also since I am now at XPsp2RTM I believe that the patch
is now completely superseded by the latest service pack
(which is why I was asking you about your maintenance level, etc.)
