cannot install ie6

I have windows 98se and every time I try to download ie6 it comes back with
an error of addcrl 0x80090017. What can I do?

I try to but it keeps giving me an error on the update page error

Are you certain that error (0x8008004) is correct? Could it be 0x800B004,
instead? Assuming it is...
