Cannot install Java update

I am running Vista Ultimate SP1 updated this week except the latest SQL 2005
service pack which will not install. This SP was released 2/2009 but the
Java problem started
before 8/2008. Also have Office Ultimate 2007. I have a Dell XPS400 (came
with XP) 4Gb RAM Pentium 940 2 internal hard drives & LaCie external drive
with a FW800 connection. My firewall is Norton Internet Security 2009.

I took this problem to Microsoft Support last year and they managed to
install JRE 6 update 7 onto my system but subsequent Java updates would not
install so they never really fixed the problem and now say I must pay $60 to
have them fix their fix.

Steps I have tried:
I have downloaded and tried to run Java Self Installer.
I have deleted Java from Program Files.
I temporarily removed java key and javasoft key from HKEY_LOCAL_MACHINE.
I removed "SUPER" Adblocker & Antispyware - now reinstalled.
Of course many reboots between these steps.

NOTE:
When I try to run Java Self Installer (now "jre-6u13-windows-i586-p-s.exe")
I get a window asking if I want to run the program but when I click "Run" all
that happens is that window closes. I open "Task Manager" which shows
nothing running.

New ideas gratefully appreciated,

Since posting I tried deselecting (msconfig) NIS service as well as the
"SUPER" softwares and rebooting. Then I tried to run the Java stand
alone installer and I tried to install from the Java site. Neither
worked. Also, I checked my IE settings again according to instructions
from the Java help site and found my settings to be as required.
