Cannot install Microsoft .NET Framework 1.1 Service Pack 1

I am using Windows 2000 Server.

When I try to install the .NET Framework 1.1 Service Pack 1 from MS Updates
the isntallation initializes but then I get the following error:

Error Code: 0x643
Try to install the update again, or request help from one of the following
resources.

I have rebooted the server and tried installing 3 times but each time I get
the same error.

In my event viwer I have the following error:
Installation Failure: Windows failed to install the following update with
error 0x80070643: Microsoft .NET Framework 1.1 Service Pack 1.

Does anyone have any idea what is wrong?
