Cannot install Microsoft Windows Update

Hi people there!
Although, I tried time and again, I still cannot install Security Update for
Microsoft .NET Framework, Version 1.1 Service Pack 1 (KB928366).
Why is this happening? What should I do to install it?
My system is a Microsoft Windows XP, Media Center Edition, Version 2002,
Service Pack 2.

I'm having the exact same problem with kb928366 install. . I keep getting
the failed to install error. WHEN IS MSOFT GOING TO GIVE US A FIX??!!
