Hi Linda,
Click Start and select Run, type the following.....
secpol.msc then OK.
It may take a few seconds for the menu to appear.
Select Local Policies then Security Options.
Scroll down to "User Account Control"
You will see several.
Look at the very first one, is it set to Enable or Disable?
