Cannot install: .NET Framework, Version 1.1 Service Pack 1 (KB8869

Looking over the discussion groups I have seen other users are having trouble
installing the Security Update for Microsoft .NET Framework, Version 1.1
Service Pack 1 (KB886903). I have tried to follow the solutions others have
given but for the most part I have not been able to follow them. They appear
to be a step or two ahead of where I am. So far, I have uninstalled as much
of the .NET framework from my machine and reinstalled it however I still end
of with the same error message. Is there someone who is willing to help me
with this issue from the begginning with a few baby steps? Any help would be
greatly appreciated. Thanks in advance.

I would be more than happy to help you. First though, let me say: it is
possible in this situation (I have done this) to corrupt or damage something
called Windows Installer. This component of Windows is very important, as its
name implies, and if damaged can prevent software from being uninstalled or
installed properly.

The first thing we would need to do is have you reply with the errors you are
actually receiving. Please try to install the KB886903, and tell us what
exactly the error said. Also, was this error on a popup? What error codes were
listed with the error? How did you try to remove it, initially? Did you wipe
out registry settings? What operating system are you using?

Windows Server 2003? Service Pack 1 (SP1)?
Windows XP? SP1 or SP2?
Windows 2000? SP1, 2, 3, or 4?

Thanks for your response. Below are answers to your questions.

The error message I am receiving reads, "Updates were unable to be
successfully installed. The following updates were not installed: Security
Update for Microsoft .NET Framework, Version 1.1 Service Pack 1 (KB886903)"

Yes, it was on a popup window.

I initally tried to remove it by going through the control panel and
removing the update, which failed and then removing the whole .NET Framework.
Which was successful. I then went back to the Windows Update website and
tried to redownload both the >NET Framework and the update. The Framework
downloaded just fine and this update failed.

I doin't think I wiped out the registry settings... I did clear out
cookies, temp files, cookies, in the Internet Explorer, Internet Options,
General Tab.

I am currently using Windows XP Media Center Edition operating system. I
assume it service pack 2. I bought the machine new from Dell in mid february
2005.
