Cannot install SP3 - Error 0x8007F0F4

I have a fully up to date SP2, IE7 etc and have never had any troubles before
running Windows Update. Have tried to download and install SP3 several times
and keep getting the error above. Have checked the knowledge base and am not
running the shared computer toolkit or the rdp 6.0 mui packs which it says
are incompatible and am not running on battery power. Any ideas?

WinXP SP3 installation fails with an error message, and the following error
is logged in the service pack installation log: "8007F0F4 -
STATUS_PREREQUISITE_FAILED"
