Cannot install Win2000 service pack 4

I have tried several times to download Service Pack 4 for Windows 2000 (I'm
running 2000 Pro). It starts and says that either ATAPI.SYS is running or is
in use by another program. I do not have any programs running and have even
closed all things I can close in the right hand side of the task bar such as
my virus protection, etc.

What is happening? I need to install service pack 4 so I can install Visual
Web design 2005.

If this is Tommye, let me add to what I wrote earlier:
After downloading the update from
http://www.microsoft.com/windows2000...p4/default.asp

We can then restart the machine and enter Safe Mode. Try installing it
here.
